The plan's key features include:\nA. Teachers who apply for incentive payments shall be on tenure and shall have received an overall acceptable evaluation in the most recent year evaluated.\nB. Applicants for incentive pay are to present evidence of one or more of the following accomplishments:\n1. Significant pupil performance growth in one or more instructional areas for students taught.\n2. Substantial growth in personal professional competence during the year, including evidence of applying such growth to the instructional program.\n3. Substantial contributions to the improvement of the curriculum of the schools or the professional competence of Southington teachers.\nC. A letter of interest in applying for incentive pay shall be submitted to the Superintendent by October 1. (See the attached Incentive Pay Proposal Form, which must be submitted with teacher's letter of interest, and which will produce the responses outlined in D. below). This letter of interest does not commit a teacher to submitting a final application the following May.\nD. An Incentive Pay Review Committee shall consist of two teachers each from the high school, middle schools, and elementary schools (selected by the SEA President), and six administrators designated by the Superintendent. This committee will review all proposals, comment on each, and state whether each proposal meets the incentive pay program requirements. Proposals that the Committee feels do not meet Incentive Pay requirements may be revised and resubmitted by November 15.\nE. The Incentive Pay Review Committee shall be available to teachers during the year for consultation and advice. Any teacher wishing such consultation purposes will then be set up.\nF. Teachers shall gather evidence of successful accomplishment of their proposal and prepare a Final Incentive Pay Report.\nG. Final Incentive Pay Reports shall be received by the Superintendent no later than May 1 each year. These reports shall be reviewed by the Incentive Pay Review Committee. Incentive pay shall be awarded in June to those recommended by the committee.\nH. An Incentive Pay Application Rating Sheet shall be completed by the committee for each application received. This Rating Sheet shall be returned to the teacher.\nI. Teachers, whose final applications are not approved, will be provided with the opportunity to meet with the committee and submit additional documentation and explanation to support the accomplishment of their proposal. Such requests must be submitted in writing within three (3) working days after receiving the Incentive Pay Committee's Rating Sheet.\nJ. The Committee shall use the following criteria to determine whether an incentive pay will be granted or not:\n1. Significant pupil performance - - performance above that which would normally be expected - the intensity of the impact on individual students - the relatedness of the performance to system goals\n2. Substantial professional growth applied to teaching - - the importance of the growth - the relatedness of the growth to system goals or teacher assignment - the degree to which the growth affects pupil performance\n3. Substantial contributions to curriculum or professional development - - the importance of the curriculum or the professional development to the system - the scope or breadth of the curriculum or professional development - the degree to which the curriculum or professional development was applied in the classroom\nK. Evidence to support the criteria, which may include the following:\n1. Evidence of significant pupil performance - - process evidence - for example, samples of lessons or work completed by students which are above and beyond what is normally expected - product evidence - show the effect of the teacher's work, such as pre and post test comparisons on standardized tests, comparison of test scores to the norm, previous students, or comparison of pre and post writing samples or speech tapes by independent rates\n2. Evidence of substantial professional growth applied to teaching - - evidence of substantial professional growth signifies the acquisition of real knowledge or skills of considerable worth to the teacher, such as a course completed or workshop or conference attended - evidence of the application to teaching again may be process or produce, as explained above (\u2587.\u2587.). Evidence of substantial contributions to the improvement of curriculum or training of Southington teachers - - evidence that curriculum is written with an eye to implementation - evidence curricular Pay Program is to develop a system that rewards employees for obtaining certified skills above and beyond minimal requirements of the job. These enhanced skills make the employee more productive which benefits the City workforce and the safety of its citizens. State licenses and certifications: Employees shall maintain professional licenses in the course of their respective trade and shall be responsible for maintaining current valid licensure. In addition to the wage rates listed herein, employees have the opportunity to participate in an Incentive Pay Program as outlined below. The City of Missoula will not exclude any MEA-MFT union member, regardless of job classification, from applying and testing for any approved certification, except as outlined in the Incentive Pay Program. The City agrees to make one set of training materials for each certification available for study purposes, provided such materials are purchasable.\n1) Current Senior Level Inspectors can only submit licenses or certifications that are listed below. Current Senior Level Inspectors can only submit their ICC commercial building, commercial electrical, commercial mechanical and commercial plumbing certifications, ADA Building Compliance Inspector, Residential Energy Conservation Code Compliance Inspector, Commercial Energy Conservation Code Compliance Inspector, American Concrete Institute Certification for Flatwork Technician, NITC Medical Gas certification/license, Plumbing Plans Examiner, Electrical Plans Examiner, Residential Building Plans Examiner, Commercial Building Plans Examiner, Mechanical Plans Examiner, trade specific.\n1) Each Inspector can only receive certification pay for certifications outside of their inspection area. Combo/Dwelling Inspectors will not receive certification pay for their ICC Residential certification; the Electrical Inspector will not receive certification pay for their ICC Residential Electrical certification; Mechanical Inspector will not receive certification for ICC for Residential Mechanical certification; the Plumbing Inspector will not receive certification pay for their ICC Residential Plumbing certification.\n2) Each Building Inspector will receive twenty-five cents ($.25) per hour increase for each authorized certification presented to the City of Missoula Building Official. Certifications may be submitted anytime during the fiscal year so that each member may potentially increase his/her pay up to one dollar ($1.00) per hour for four certifications presented during the fiscal year. The City shall budget up to four certifications per member for certifications that may be obtained during the year. The City will credit the employee with the certification upon receipt of the passing score, up to a maximum of four certifications per fiscal year.\n3) Each MEA-MFT member shall be able to potentially increase his or her pay by up to one dollar ($1.00) per hour per year by presenting four new authorized certifications each fiscal year. Each MEA-MFT member can select four certifications each year from the list of Authorized Certifications. There are sixteen or seventeen (16-17) possible authorized certifications available, (with the exception of those certifications listed for the Senior Electrical, Senior Mechanical, Senior Plumbing and Senior Building Inspectors).\n4) Each MEA-MFT member will be responsible to maintain certifications in good standing and to recertify as required by the individual certification standards. No certification on the list will be considered to last longer than three (3) years without recertification. No license on this list shall be considered to last longer than one (1) year without relicensing. The City will compensate MEA-MFT members for hours spent in classroom training, taking certification and/or licensing exams and recertifying; provided that such hours fall within normally scheduled work hours and do not result in overtime compensation or accumulated compensatory time off. Any study time outside of normal business hours will not be paid for by the City. The City of Missoula reserves the right to determine the training needs and modify the list of authorized certifications accordingly and as it deems necessary.\n1) ICC Residential Building Consistent with the provisions of Article V, Section B, which allows Contractors to implement production enhancing procedures, the parties signatory hereby adopt an Incentive Pay Program to further their common goal of increasing quality production and thereby enhancing the continued work opportunities for both parties. By design, this Incentive Pay Program rewards employees covered by this Agreement for their success in achieving production levels that exceed pre-established targets as to a designated scope of work (hereinafter \u201cincentive pay project\u201d). The amount of incentive pay paid to employees for an incentive pay project will be determined by comparing the targeted hours for the incentive pay project to the actual hours worked on the incentive pay project. A calculation will then be made by deducting the actual labor hours worked from the targeted hours for the incentive pay project and if the actual hours worked are less than the targeted hours for the incentive pay project then incentive pay will be paid by the Contractor for the incentive pay project. Incentive pay is not, and in no way shall be construed as allowing for piece work, a substitute for the payment of wages and fringe benefit contributions for all hours worked by employees covered by this Agreement, or a way to circumvent the work jurisdiction covered by this Agreement. Employers may provide incentive pay to their employees covered this Agreement pursuant to the following provisions:\n1. A Contractor offering incentive pay for a particular project shall notify the Union in writing, within 2 weeks of the start of an incentive pay project. The notification will describe the project to be covered by the Incentive Pay Program and will include project name, project number and complete address of the project. The notification will identify the scope of work on the project that is subject to incentive pay and will provide, in numerical form, the targeted labor hours for the scope of work subject to incentive pay.\n2. The Contractor shall maintain labor records for the scope of work identified in its notification to the Union that are sufficient to show actual labor hours worked to accomplish the identified scope of work.\n3. Incentive pay shall be calculated by deducting the actual labor hours worked from the targeted labor hours for the incentive pay project and the savings, if any, will be split between the Contractor and the employees covered by this Agreement, who performed the identified scope of work, on a no less than 65% to 35% basis respectively.\n4. When incentive pay has been earned, it shall be divided proportionally among the plaster tenders crew that performed the work, based on the hours worked by each plaster tender on the scope of work identified in the notification provided pursuant to sub-section 1.\n5. The Contractor shall pay employees the wage and fringe benefit contribution rates specified in this Agreement for all hours worked on the project and any incentive pay earned shall not in any way reduce their wages and fringe benefit contributions otherwise earned.\n6. Incentive Pay shall be distributed by the Contractor no later than the actual collection of retention money for a completed project. The Contractor will use its best effort to locate former employees who earned incentive pay from a particular project and shall solicit the Union\u2019s assistance if efforts to locate former employees are unsuccessful.\n7. Upon request of the Union, the Contractor shall make available for inspection, its records that demonstrate actual labor hours worked on an incentive pay project for comparison to the targeted labor hours provided pursuant to sub-section 1. For purposes of ensuring compliance with this Section C only, the Contractor is obligated to maintain and allow inspection of records that are sufficient to show actual labor hours worked to accomplish the identified scope of work. Such records shall include, but not be limited to, any mathematical calculations made which demonstrate how the incentive pay was calculated and distributed by the Contractor, as-well-as the check numbers issued to each employee that received incentive pay. These records shall be maintained for no less than a four year period.\n8. Notwithstanding the provisions of Article IX that require the payment of fringe benefit contributions on all hours worked or paid, no such contributions shall be required for Incentive Pay paid in compliance with the provisions of this Article VI, Section C. Such Incentive Pay shall not be considered compensation for hours worked or paid.\n9. Any Contractor who violates the provisions of this Article VI, Section C, by using the incentive pay as a subterfuge for the payment of wages and fringe benefit contributions required by this Agreement or to circumvent the work jurisdiction covered by this Agreement, shall be liable to the Union in damages equivalent to the journeyman hourly wage rate and liable to the Trust Funds in damages equivalent to the journeyman fringe benefit contribution rate, for each hour that was not worked by or properly paid to an employee covered by this Agreement as a result of the violation.\n10. Pursuant to Article XVII, the Joint Conference Board shall review the Incentive Pay Program periodically to determine the effectiveness of this Program on an industry wide basis and may suspend or
