Implementation of this Agreement. Following the signing of this Agreement, the Employer shall make every effort to submit the monetary terms of this Agreement to the legislature at the earliest possible date and support its adoption. In case of a delay in implementing the monetary terms of this Agreement, the Employer shall be held free of any punitive measure. Such immunity is to apply to all time prior to the date that is ninety (90) days subsequent to the date upon which an appropriation, adequate and for the specific purpose, becomes law or all time prior to the date that is ninety (90) days subsequent to determination by a court of competent jurisdiction that such implementation may legally be made.
