Hiring Promotions and Staff Changes. In making staff changes, transfers, promotions, or in filling vacancies or new positions, appointments shall be made of the applicant with the greatest seniority. In the case of an Employee applying for a position in a job classification in which s/he has not worked before, the Employers in question must agree that the job is such the applicant could learn and perform the duties after three months during which training is provided, an orientation occurs, and written information regarding the requirements of the position is distributed. An evaluation of the applicant will occur after two months when the orientation and written information is complete and the training period is nearly complete. If the evaluation indicates that the applicant can not perform the required duties s/he will be returned to his/her former position. Any Employee displaced by this movement will also be returned to their former position except for any probationary Employees who may be terminated.

A copy of such notices shall be forwarded to the Union. Appointment may be made on a temporary basis until a permanent selection can be made.

The application shall set forth the reasons for transfer, the school, grade or position sought, and the applicant's academic qualifications. Such requests shall be renewed once each year to assure active consideration by the Board.
