Grounds for Disciplinary Action. 18 (a) The Department may refuse to issue or to renew or 19 may revoke, suspend, place on probation, reprimand, or take 20 other disciplinary action as the Department may deem proper, 21 including fines not to exceed $5,000 for each violation, with 22 regard to any registration for any one or combination of the 23 following causes:
