Governing Council. Procedure 1. The Governing Council shall meet at the headquarters of the Facility, or at such other places as the Management Board may decide. It shall meet once a year, unless the business of the Facility requires otherwise. 2. Meetings of the Governing Council shall be convened by the Director of the Facility or at the request of two-thirds of the members of the Governing Council. 3. Two-thirds of the members present at any meeting of the Governing Council shall constitute a quorum. 4. The Governing Council shall adopt its own rules of procedure.
