FTA Payments. The Recipient agrees that FTA will make all payments of Federal funds through the Automated Clearing House (ACH) payment method regardless of the amount, but not before the Recipient has executed the underlying Agreement, except as FTA determines otherwise in writing. FTA determines whether permit payments will be through a “letter of credit” or require “requisitions.”
