Freelance and Bargaining Unit Work. The parties recognize that the use of freelance contributors is an integral part of the community newspaper industry and forms part of the Employer's past practice. In continuing its past practice, the Employer may, at its discretion, increase the use of freelancers for special projects of a temporary nature. This shall include the use of freelance for intermittent and unforeseen requirements, or new ventures of less than two years duration. However, the use shall not be increased at a specific newspaper so as to result in the layoff of a regular employee at that newspaper.
