Filling Positions by Competition. Vacancies and new positions covered in the scope of this Agreement, which the Institute chooses to fill, must be subject to in-service competition by all in-scope employees.

Filling Positions by Competition. All vacancies and new positions which the Employer wishes to fill shall be subject to in-service competition and will be posted ten (10) days prior to any outside advertising except as maybe otherwise mutually agreed.
