Federal Funding Accountability and Transparency Act (FFATA. The Federal Funding Accountability and Transparency Act (FFATA) of 2006 requires information on federal awards (federal financial assistance and expenditures) be made available to the public via a single, searchable website. Federal awards include grants, sub-grants, loans, awards, cooperative agreements, and other forms of financial assistance as well as contracts, sub-contracts, purchase orders, task orders, and delivery orders. The legislation does not require inclusion of individual transactions below $25,000. To comply with this legislation, DCF must report sub-recipient information on grantees and contractors. First, the award must be analyzed to see if the funds are federal or State monies. Then a determination must be made whether the awardee has a sub-recipient or vendor relationship with DCF. This is accomplished using the Federal Sub-Recipient v. Vendor Determination Checklist. Grantee must submit the FFATA Five Most Highly Compensated Executives form (Form OGC-4001.1) (Attachment D) and submit it with their signed XXXX.
