Expedited Process for Evaluating Surplus Interconnection Service. The process for evaluating Surplus Interconnection Service is separate and apart from the traditional FERC generator interconnection queue. The Transmission Provider will place requests for Surplus Interconnection Service in the Surplus Interconnection Service queue based upon a first come first serve basis based on the date that the Transmission Provider receives a complete Surplus Interconnection Service request. Transmission Provider will conduct screening of all Surplus Interconnection Service requests to determine whether any of the following studies are required: system impact, stability, or short circuit. The Transmission Provider may be able to rely on existing studies to evaluate the Surplus Interconnection Service request. If the results of a study require any modifications to the Transmission Provider’s Transmission System, the Surplus Interconnection Service request will be denied. In this event, the Surplus Interconnection Service Customer will be withdrawn from the Surplus Interconnection Service queue.
