Expedited Corrective Action Process. Expedited Discipline Process (ECAP) is available for employees who acknowledge they committed a policy violation and wish to expedite disposition of the matter. A PBA bargaining unit member who is the subject of a complaint may agree to participate in ECAP for an administrative investigation described as follows:
