Expansion Draft. The C.F.L. shall consult with the C.F.L.P.A. in relation to expansion plans for a tenth Member Club in the C.F.L., including the draft issues, with the understanding that both the C.F.L. and the C.F.L.P.A. want to ensure that a tenth franchise shall be competitive as soon as possible.
