The Port shall have the right to institute such reasonable policies, programs and measures as may be necessary or desirable, in the Port’s discretion, for the conservation and/or preservation of energy or energy related services, or as may be required to comply with any applicable codes, rules and regulations, whether mandatory or voluntary.
