This project will likely require a permit for floodplain construction, stream crossing, and wetlands impacts. This permit should be relatively easy to obtain once the MDEQ agrees on a proposed method of crossing the Red Cedar River. During design, we will review the potential to need a Part 327 dewatering permit. Any clearing along the Red Cedar River for the siphon construction will require additional documentation for the MDEQ during their joint permit application review. A biological site survey will be completed to review potential endangered plant or animal impacts. The potential for Indiana Bat habitat will be considered. Selective scheduling of site clearing may be needed to mitigate potential habitat impacts. There may be endangered species of mussels in the Red Cedar River and, if so, we will develop the necessary mitigation plans. We will assess the wetland and habitat impacts early in the design process and follow up during permitting and construction. MDOT will require a permit for completing work within their ROW. As part of their permit plan review, MDOT will review the following: \u2022 Proposed construction and methods of project work in the ROW; \u2022 Tree removals and identification of the trees that must be replaced; \u2022 Traffic control and detour plans. MDOT permit plan reviews will occur through electronic submittals on the MDOT MiLogin website during the later parts of design, with permit approval obtained prior to project bidding. After a contractor is under contract with the City, Tetra Tech will coordinate all advance notices, lane closure notices and other correspondence with MDOT throughout construction. We will be actively engaged during the bidding process, providing final bidding documents for the project.
