Early Release. When an office or facility is closed after the start of regular work hours or shifts, and non-temporary, non-emergency essential employees are dismissed early, such employees shall suffer no loss of pay or charge to accrued leave, except that employees who are on pre-approved leave status shall be charged leave as appropriate.
