Distributing Union Literature. Literature to be distributed under this provision must be provided to the Department of Personnel simultaneous to its distribution. In the event there is an objection to the content, the Union’s representatives shall be contacted for discussion and clarification. 16.9.1 During an employee’s non-working hours, they shall be permitted to distribute Union literature to other employees who are also on non-working hours provided such distribution takes place outside the normal work areas of employment unless the parties agree otherwise. 16.9.2 During an employee’s non-working hours, he/she may be permitted, after securing permission from the supervisor of the area to be visited, to distribute Union literature to other employees providing that such distribution does not interfere with nor disrupt the work activities of the unit. 16.9.3 During an employee’s working hours, an employee must request permission from the Department or area manager to distribute Union literature during working hours in work areas. Permission will not unreasonably be denied. Such distribution will not be allowed to interfere or impede work.
