Subject to paragraph 2.1 above any Contracting Body ordering Available Goods and Services under the Framework without holding a further competition shall: develop a clear Statement of Requirements setting out its requirements for the Available Goods and Services; apply the Direct Award Criteria to the catalogue of Available Goods and Services for all Suppliers capable of meeting the Statement of Requirements in order to establish which of the Framework Suppliers provides the most economically advantageous solution; and on the basis set out above, award its Goods and Services Requirements by placing an Order with the successful Framework Supplier in accordance with paragraph 6.3 below.

Subject to paragraph 69.2 above any Contracting Body awarding a Call Off Agreement under this Framework Agreement without holding a further competition shall: develop a clear Statement of Requirements; apply the Direct Award Criteria to the catalogue of the Goods and/or Services for all Suppliers capable of meeting the Statement of Requirements in order to establish which of the Framework Suppliers provides the most economically advantageous solution; and on the basis set out above, award the Call Off Agreement with the successful Framework Supplier in accordance with paragraph 75 below.

Subject to paragraph 1.5 above any Lead/Customer Organisation ordering the Services under this Framework Agreement without holding a further competition shall: develop a clear Statement of Requirements setting out the Service elements required; apply the Framework Award Criteria to the elements of the Services for all Contractors capable of meeting the Statement of Requirements in order to establish which of the Framework Contractors provides the most economically advantageous solution; and on the basis set out above, award its Services Requirements by placing an Order with the successful Framework Contractor in accordance with paragraph x below. FURTHER COMPETITION PROCEDURE Lead/Customer Organisation’s Obligations Any Lead/Customer Organisation ordering the Services under this Framework Agreement through a further competition shall: develop a Statement of Requirements setting out its requirements for the Services and identify the Framework Contractors capable of supplying the Services; refine the Call-Off Terms and Further Competition Award criteria to reflect its Service Requirements only to the extent permitted by and in accordance with the Regulations and related Guidance; invite tenders by conducting a further-competition for its Service Requirements in accordance with the Regulations and related Guidance and in particular the Lead/Customer Organisation shall: invite the Framework Contractors to develop a proposed solution setting out their respective proposals in respect of the Lead/Customer Organisation's Statement of Requirements ("Solution") and invite the Framework Contractors to submit a tender in writing for each specific contract to be awarded by giving written notice to the relevant Contractor Representative of each Contractor; set a time limit for the receipt by it of the tenders which takes into account factors such as the complexity of the subject matter of the contract and the time needed to submit tenders; keep each tender confidential until the time limit set out in paragraph 3.1.3.(b)(ii) above has expired; and/or use an Electronic Reverse Auction (as defined in paragraph 4 below) where the Lead/Customer Organisation has notified the Framework Contractors that an Electronic Reverse Auction may be used in further competition process in accordance with the procedures set out in paragraph XX; apply the Further Competition Award Criteria to the Framework Contractors' compliant tenders submitted through the further competition as the basis...
DIRECT ORDERING WITHOUT A FURTHER COMPETITION. Subject to paragraph 62.2 above any Contracting Authority awarding a Call Off Contract under this Framework Agreement without holding a further competition shall: develop a clear Statement of Requirements; apply the Direct Award Criteria to the Framework Suppliers’ catalogues and description of the Goods and/or Services as set out in Framework Schedule 2 (Goods and/or Services and Key Performance Indicators) for all Suppliers capable of meeting the Statement of Requirements in order to establish which of the Framework Suppliers provides the most economically advantageous solution; and on the basis set out above, award the Call Off Contract with the successful Framework Supplier in accordance with paragraph 68 below.
DIRECT ORDERING WITHOUT A FURTHER COMPETITION. Subject to paragraph 158.1.1 above any Contracting Authority awarding a Call Off Contract under this Framework Agreement without holding a further competition shall: develop a clear Statement of Requirements; apply the Direct Award Criteria to the Framework Suppliers’ catalogues and description of the Goods and/or Services as set out in Framework Schedule 2 (Goods and/or Services and Key Performance Indicators) for all Suppliers capable of meeting the Statement of Requirements in order to establish which of the Framework Suppliers provides the most economically advantageous solution; and on the basis set out above, award the Call Off Contract with the successful Framework Supplier in accordance with paragraph 164.1.29 below. Direct ordering without a further competition is permitted to be used by Contracting Authorities: For low value orders (up to a maximum of £20,000) for Goods and/or Services available from the Core List; or For continuity purposes where only one Supplier can meet a Contracting Authority’s Goods and/or Services Requirements Direct ordering where the Contracting Authority is the Ministry of Defence (MOD), including all Executive Agencies, Non-Departmental Agencies and Public Bodies. The Ministry of Defence (or subsidiary agency) will place direct ordering (Purchase Order) via the electronic Contracting, Purchasing and Finance (CP & F) system that shall be used to host the online catalogues. Standard Call Off Terms and Conditions as at attached Annex 2 (MOD Direct Award Standard Call Off Contract) shall apply to each online catalogue order. On receipt of a Purchase Order through CP & F for an online catalogue order, the supplier shall send an order acknowledgement within two (2) working days and a Call Off Contract shall be formed in accordance with 2.3.2 above.
DIRECT ORDERING WITHOUT A FURTHER COMPETITION. Subject to paragraph 65.2 above any Contracting Body awarding a Call Off Agreement under this Framework Agreement without holding a further competition shall: develop a clear Statement of Requirements; identify all Service Packages from the Service Catalogue that meet the Statement of Requirements by assessing the Service Package service descriptions; apply the Direct Award Criteria to the Service Packages Identified in paragraph 2.1.2 in order to establish which of the Service Packages provides the most economically advantageous solution; and on the basis set out above, award the Call Off Agreement with the successful Framework Supplier in accordance with paragraph 71 below.
