Design Memorandum. A design memorandum will be completed after the pre-design meeting to document the applicable design standards and develop concept level design solutions. Summary of the concept level designs for each site are provided below. A follow up meeting to finalize the design memorandum and incorporate the City’s comments will be held by staff from AECOM.
Site 1: This site includes 175 linear feet of failing storm sewer and two structures. AECOM conducted pole camera inspections of these structures and sewers for the City in October 2022. A portion of the 30” diameter CMP sewer (OP27090 – 129.6 ft. long) is missing invert material that has eroded away indicating a loss of structural stability. This sewer and the upstream blind junction box (OP1759) are identified to be replaced. Relocating a segment of the sewer and abandon the existing in place is an option. If relocation is chosen, the junction box (OP1759) and existing RCP (OP1964 – 8.1 ft. long) will also be replaced. It is assumed the curb inlet will not be replaced to reduce disruptions to ▇▇▇▇▇▇▇ Ave. The grate inlet at the downstream end of this sewer (OP1757) is failing with structural damage and missing material, so it will be replaced. Finally, the downstream sewer that crosses 77th Terrace (OP31745 – 36.8 ft. long) is also identified for replacement within the existing trench. Site 2: This site includes 156 linear feet of failing CMP storm sewer (OP14286) and a curb inlet/junction box (OP8948). This sewer and structure were inspected by AECOM in December 2022. The inspection revealed severe deformation of the pipe which suggests loss of side support and a compromised soil/pipe composite structure. It should be noted that replacement in the same trench may not be feasible due to its proximity to the adjacent building and many trees. The downstream curb inlet/junction box measures 5 ft by 6 ft with multiple influent sewers and is also included as eligible for replacement. Site 3: This site includes replacement of a failing curb inlet (OP8948). The curb inlet will be reconstructed per City standard. The Project appears to be located entirely within public right-of-way so impacts to residential property should be minimal. The Project will likely include some curb replacement to tie-in the new curb inlet. An ADA replacement of the ramp is also assumed as a part of the sidewalk replacement. Design Memorandum. HDR will develop a design memorandum to document the design process, borrow area considerations, design and assumptions, and potential challenges during construction. The design memorandum will be approximately 5 to 10 pages and will be provided to GLO in draft and final PDF format. Task 1 Schedule HDR will endeavor to complete Task 1 within one hundred fifty (150) calendar days from the Notice to Proceed; however, completion of this task may be dependent on factors beyond HDR’s control including timeline dictated by ▇▇▇’s review time, and receipt of design survey from GPB. GLO will distribute proposal packages (construction documents) to prospective contractors, coordinate with commercial plan rooms, and administer HUB subcontracting requirements for the project. In the event hard copies are required, HDR will produce and distribute hard copies of the proposal packages to prospective contractors for a set deposit amount. HDR’s services under this task include the following:
2.1 Pre-Proposal Conference in Galveston Participate in a pre-proposal conference with prospective construction contractors and GLO staff. HDR will prepare technical agenda for insertion within the overall meeting agenda to be prepared by GLO, facilitate technical discussion, and provide meeting notes to GLO. GLO will incorporate HDR’s meeting notes into overall meeting minutes.
