DECOMMISSIONING – LICENSE TERMINATION. The primary objective of decommissioning is to terminate license NS-1 without restrictions. After the license is terminated, MARAD will proceed to the disposition of the NSS, in accordance with Stipulation IV, which will include the consideration of a range of employments or dispositions post-decommissioning. The condition of NSS at license termination must facilitate post-decommissioning disposition to occur without subsequent radiological controls. This requirement frames the consideration of options to minimize harm to the NSS, with attention paid to the nuclear power plant itself. The decommissioning of the ship’s nuclear power plant will require the decontamination, dismantlement, and disposal of systems, structures, and components that make up the nuclear propulsion plant, as well as any other contaminated materials and surfaces. possible and practicable, while meeting the NRC license termination criteria. MARAD completed radiological characterization surveys in CY 2019 and provided the survey report to consulting and concurring parties in January 2020. The report assessed the probability of retaining power plant components and systems while meeting the license termination criteria. DECOMMISSIONING – LICENSE TERMINATION. The final action required by the licensee after completion of remediation and adequate demonstration that the facility is suitable for release in accordance with URP requirements is the written request to terminate the license. If the licensee has satisfied all of the conditions for remediating its site as outlined in the decommissioning plan, reclamation plan, or other commitments, URP staff will develop the CRR for NRC review and concurrence. Once the CRR is approved the State will terminate the license. For sites with non-radiological contamination, URP should inform the other State agencies or divisions that may have jurisdiction over any hazardous chemical contamination (WYDEQ Solid and Hazardous Waste Division) and the U.S. Environmental Protection Agency (EPA) about the intent to terminate the license. In addition, the termination is intended as a final agency action and should include appropriate language in the termination letter to reflect this intent.
