Decisions by Majority Vote. All rulings by the Arbitration Panel, including its final award, shall be by majority vote. The Arbitration Panel shall issue its award in writing, accompanied by findings of fact and conclusions of law, and signed by the arbitrators. If a decision is not unanimous, the dissenting arbitrator shall identify in writing her or his reasons for disagreement.
