DBE certification is not an endorsement of the quality or performance of the business but simply an acknowledgment of the firm's status as a DBE. DBE Eligibility. A small business concern must be certified as a DBE by any recipient of U.S. DOT funds acceptable to the District in accordance with 49 CFR Part 26. It is the Contractor’s responsibility to verify that DBEs are certified.
