Lands managed by Partners may include those owned in fee title, as well as those lands on which Partners maintain leases, easements or other agreements that allow them to conduct the conservation measures and/or covered activities described in this Agreement. Western monarchs use ecologically different habitat throughout both their breeding and migratory habitat as well as their overwintering grounds (\u2587\u2587\u2587\u2587\u2587\u2587 et al. 1995). Differences in breeding habitat include climate (Zalucki and Rochester 2004), and availability and abundance of native nectar and native milkweed plants (Borders and \u2587\u2587\u2587-\u2587\u2587\u2587\u2587\u2587 2015). The scope of the covered area excludes documented overwintering sites such as overwintering \u2587\u2587\u2587\u2587\u2587\u2587 along the California coast, and other documented overwintering sites, and requires specific conservation measures within half-mile buffers of these documented areas7. The Western North American population primarily overwinters in \u2587\u2587\u2587\u2587\u2587\u2587 along the coast of California and Baja California (\u2587\u2587\u2587\u2587\u2587\u2587 and Black 2015, p. 149). The location and structure of these sites provide the specific microclimate needed for survival in the Western overwintering areas. These \u2587\u2587\u2587\u2587\u2587\u2587 are populated by a variety of tree species, including blue gum eucalyptus (Eucalyptus globulus), Monterey pine (Pinus radiata), and Monterey cypress (Hesperocyparis macrocarpa; \u2587\u2587\u2587\u2587\u2587\u2587\u2587\u2587\u2587 and \u2587\u2587\u2587\u2587\u2587\u2587\u2587\u2587\u2587\u2587\u2587 2015, pp. 41, 46-47), all of which act as roost trees. In Arizona, Nevada, and parts of southern coastal California (e.g., San Diego County), some monarchs are present on the landscape year-round. Instead of migrating to overwinter and congregate in coastal \u2587\u2587\u2587\u2587\u2587\u2587, monarchs remain scattered on the landscape or in small aggregations where there are nectar and shelter resources. Blooming nectar resources are often limited from October to March, and maintaining the availability of these resources is essential to the persistence of the Western monarch population. As with coastal over winter monarchs, specific conservation measures are required within half of a mile of documented winter aggregation sites. Enrollment of lands under this Agreement is voluntary.
