Cost/Price. The offerors shall submit a cost/price proposal, which shall include pricing for all Exhibit Line Item Numbers (ELINS) listed on the Exhibit as well as a total. Offerors shall not re-format, delete existing formulas, or remove cells from the exhibit. All cells containing cost/price shall be rounded to two decimal places. Submission of the cost/price data shall be complete and accurate. Each ITO will inform offerors of the contract type. Some ELINS include the individual components required in a Kit. Offerors shall submit pricing for those individual components in addition to the total ELIN (kit) price. In the event an offeror is unable to provide individual component pricing for an ELIN, the offeror shall submit a detailed request (to include proof – Quote, Confirmation statement from OEM, etc.) explaining why they can’t provide this pricing to the Contracting Officer during the solicitation phase to waive this requirement on a component by component basis. Only the total ELIN price shall be included within the total DO/TO price. Offerors shall submit pricing for all ELINS as well as a total price per DO/TO. Offerors are required to validate that the items identified on the ELIN Price Matrix are available for purchase in the required quantities. NOTE: This validation is required for and only applies to any and all Commercial Off The Shelf (COTS) items and must be provided at the time of proposal submission. In the event items will not be available for delivery, the offeror shall include in the Cost/Price Volume a completed Errata Sheet identifying each affected ELIN/Component/Subcomponent/item. If no items are identified, insert “NO ITEMS IDENTIFIED” on the Errata Sheet. If no Errata Sheet is included in the proposal the offeror will be ineligible for award. Offeror shall adhere to payment terms and invoicing processes listed in the Base IDIQ and ITO. SOCOM will not incorporate, attach, or otherwise reference an offeror’s proposal in any subsequent award. Dictating terms not listed or in violation of the Prime Contract, Prime Contract SOW, ITO, or other requirement documents will result in an evaluation determination of “Technically Unacceptable” (If Lowest Price Technically Acceptable (LPTA) process is used) or be evaluated as a Deficiency (If the Tradeoff process is used).

To determine sales price subject to tax, this exclusion is deducted from the total amount charged to the customer after allowances for trade-ins and before any exemptions provided elsewhere in the law.
Cost/Price. Certified cost or pricing data is not expected because adequate price competition is anticipated for this requirement. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions at FAR 15.403-1 apply, the offeror may be required to submit cost or pricing data. Proposal information included in this volume that is not directly related to cost/price will be disregarded.
Cost/Price. Adjectival ratings shall not be used for offerors’ Price proposals. The Government will fully evaluate and negotiate all priced Contract Line Item Numbers (CLINs) for award. For award purposes, the total proposed price for all CLINs will be added together into a total sum (contract value). The Offeror’s Price proposal will be evaluated as follows.

Competition is anticipated therefore Certified Cost and Pricing Data are not currently required in accordance with FAR 15.403-1(b)(3); however, the Government reserves the right to request such data prior to award if none of the exemptions in FAR 15.403-1(b) apply. Major subcontractors must provide a separate cost proposal directly to the Government and in accordance with the information below. Offeror shall provide proposed cost and/or fee as required for all CLINs in Section B. Each offeror's cost/price proposal shall contain sufficient quantitative and narrative documentation necessary to adequately support and explain the reasonableness and realism of the proposed cost/price proposed in proposal Section B. Offeror proposals shall conform to the reporting criteria in FAR 15.408, Table 15-2. FAR 15.408, Table 15-2 prescribe the FAR’s generally accepted format for cost proposals. More specifically, each offeror's cost proposal shall be broken out by cost element as specified in Table 15-2, II Cost Elements. To help ensure this requirement, a Microsoft Excel workbook titled "XXX Spreadsheet" has been provided as an attachment to this solicitation. Instructions for completing LOE_Spreadsheet.xls are contained in that file. FAR 15.403-5(b) allows the Contracting Officer to specify the format of other than cost or pricing data or data other than cost or pricing data to facilitate and enhance cost/price and cost realism analysis. These spreadsheets will help facilitate a more efficient, consistent, and fair evaluation of each offeror's proposal, and aid in post-award contract administration. Offerors are permitted to alter the format of the spreadsheet (i.e. add and subtract rows, columns, and formulas as necessary, etc) in order to conform to the nuances of the offeror's accounting and estimating systems. However, it is requested that the general format be maintained as much as possible for Government evaluation purposes. Offerors are required to fill in rates for all labor categories included in the XXX Spreadsheet, regardless of whether or not projected XXX hours are associated with the labor category. However, only those labor categories with projected XXX hours will be used in calculating each offeror’s total evaluated cost/price. This volume shall consist of all information, required to support proposed costs and prices. Competition is anticipated therefore Certified Cost and Pricing Data are not currently required in accordance with FAR 15.403-1(b)(3); however, the Government reserves the right to request such data prior to award if none of the exemptions in FAR 15.403-1(b) apply. The information submitted in this volume shall comply with the cost element format FAR 15.408, Table 15-2, and the requirements set forth below. There is no page limitation for this volume. Proposed cost/price will not be adjectively rated. A total price will be evaluated for each Offeror. The total evaluated price will be the summation of the Section B CLINs, including any probable cost adjustments made by the Government. Each offeror must propose manpower identical with the levels stated in the LOE_Spreadsheet.xls. Each offeror’s cost/price proposal will be evaluated in accordance with the price and cost criteria in FAR 15.404-1 as determined necessary by the Contracting Officer based on competition and other factors. The objective of price/cost proposal analysis is to ensure that all proposed costs are fair, reasonable and realistic. Accordingly, the analytical techniques and procedures described in FAR 15.404-1 may be used singly or in combination with others to ensure the costs are fair and reasonable. Cost realism analysis IAW FAR 15.404-1(d) will be performed only on cost reimbursable CLINs and SLINs in accordance with FAR 15-404-1(d). As noted above, the offeror's proposed costs will be evaluated by determining what the Government expects the offeror's approach would most probably cost the Government when the work performed under the contract is completed. To the degree that the Government's most probable cost estimate is higher or lower than the Offerors proposed cost; the cost will be adjusted upward/downward for the purposes of evaluation only. NOTE: The Government may use external sources of information in performing its cost analysis to include, but not limited to, Bureau of Labor Statistics, Department of Labor, Department of State, DCAA, or DCMA. This DOES NOT excuse the Offeror from following the proposal submission instructions. Cost/Price. The resulting award will be a competitive, hybrid, Cost-Plus-Fixed-Fee (CPFF), Term (Level of Effort) and Firm Fixed-Price (FFP) multiple award IDIQ contract with the capability to issue CPFF or FFP task orders. Price reasonableness and cost realism will be utilized in the evaluation of Cost Reimbursable efforts.
