Conventions. The Union representative or his designee shall be granted time off without 16 loss of pay or benefits to attend the annual State Convention. Such release time shall be requested 17 in writing fourteen (14) days in advance. The Chief shall not withhold permission for the utilization 18 of release time hereunder except in the event of an emergency. Released time under this Section
