Contract Goal. Consultant shall make Good Faith Efforts, as defined in City of Houston Ordinance No. 99-893 and 49 CFR Part 26, to subcontract 30% of the dollar value of the prime contract to small business concerns at least 51% owned by one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which 51% of the stock owned by one or more such individuals, and whose management and daily business operations are controlled by the socially and economically disadvantaged individuals who own it. The Contractor shall exercise all necessary and reasonable steps to ensure that participation is equal to or exceeds the contract goal. If the DBE Commitment shown on the last bid sheet of the proposal, does not equal or exceed the contract goal, the bidder must submit, to MDOT Contract Administration Division prior to bid opening, information to satisfy the Department that adequate good faith efforts have been made to meet the contract goal. Failure of the lowest bidder to furnish acceptable proof of good faith efforts, submitted to MDOT Contract Administration Division prior to bid opening, shall be just cause for rejection of the proposal. Award may then be made to the next lowest responsive bidder or the work may be re- advertised. The following factors are illustrative of matters the Department will consider in judging whether or not the bidder has made adequate good faith effort to satisfy the contract goal.

Contract Goal. ARRC runs a completely race-neutral DBE program. Accordingly, this contract has no specific contract goal for the participation of Disadvantaged Business Enterprises (DBEs). ARRC does have an overall annual goal that it strives to meet, however. The ARRC therefore strongly encourages the contractor to use the services of small businesses, including DBEs, as subcontractors whenever possible. The ARRC requests that the contractor consider such measures as: (1) subcontracting to small businesses, including DBEs, portions of the work the contractor might otherwise do with its own forces; (2) reducing or waiving subcontractor bonding requirements for small businesses, including DBEs; (3) reviewing the list of businesses certified in the Small Business Administration’s 8(a) Business Development Program for potential subcontractors [contact the SBA at (000) 000-0000]; and (4) reviewing the list of businesses certified as DBEs by the Alaska Unified Certification Program for potential subcontractors [xxxx://xxx.xxx.xxxxx.xx.xx/cvlrts/directory.shtml].

In the event that the company performing work to be counted as an operating expense of the Concessionaire is owned by a joint venture that is partially owned by a Certified ACDBE, credit towards the Contract Goal will be granted for a percentage of the joint venture’s invoiced expenses equal to the percentage of the joint venture owned by ACDBEs, if consistent with all relevant FAA regulations, 49 CFR Part 23, City ordinances, and City of Houston Office of Business Opportunities’ policies. If the Concessionaire is unable to achieve this goal under joint venture, partnership, franchise, or similar legal arrangement, Concessionaire shall seek to obtain the required ACDBE participation by other means, such as purchase of goods, services, supplies and/or products from Certified ACDBE vendors.
Contract Goal. The Xxxxx County Health and Human Services Agency, Public Health Department (HHSA) will contract with the Xxxxx County Community Action Department (CAD) and Tri-Counties Community Action Partnership (TCCAP) to perform vaccine outreach, education, and coordination to leverage existing clinic providers and materials. The contracts with CAD and the TCCAP Wellness Team will be to increase staffing capacity under the grant, and coordinate existing staff and consultants, to meet the grant objectives. The overall goal for this funding is to increase local vaccination rates through the leveraging of the CAD staff, and TCCAP network of staff, volunteers, and consultants using social media, hotlines, education, outreach, and clinic coordination and support.
