The Joint Authority shall set out in formal guidelines the basis on which applications will be considered and the relevant criteria which applicants will be expected to meet. Contracts shall be offered in accordance with the published criteria for that bidding round. The principal criteria shall be the amount and quality of the exploration work bid.

Consideration of Application. The Planning and Community Development Department shall approve or deny any completed application based on the above criteria and any additional information deemed necessary for a thorough review. Any application that is missing information will be considered incomplete and will not be processed. If approved, the off-site parking agreement shall be recorded in the appropriate county deed records and a copy shall be provided to the Planning and Community Development Department.
Consideration of Application. The Board of Directors shall have the right, in its sole and absolute discretion, to accept or deny any application for participation in DNS- OARC. The Board of Directors may deny an application with or without cause or explanation, and may consider security, confidentiality, operational concerns or any other pertinent matter in accepting or denying an application. Consideration of Application. An application for a density bonus shall be considered and approved only as an integral part of the County's approval of a discretionary development permit for the project (i.e., at the time of approval of a subdivision, Conditional Use Permit, Design Review, or other required land use permit).
