Concept Design and Engineering. STWC shall prepare for review and approval by COPR, a statement of the concept design and engineering requirements for each Facility, including, but not limited to, planned phasing, if any, a program of preliminary objectives, schedule requirements, design criteria, including assumptions regarding infrastructure, access, climate demands, space requirements and relationships, special equipment and any other site requirements (the "Concept Design"). STWC and COPR shall jointly approve the final Concept Design.
