Competitive Sealed Proposals. (CSPs) Respondents shall submit a HUB Subcontracting Plan (packaged separately) twenty-four (24) hours following the Response submission date and time or as prescribed by UTMB. DO NOT SUBMIT LETTER OF HUB COMMITMENT WITH RESPONSE. Submit all supporting documentation (i.e., certified letter, fax, e-mail) demonstrating evidence of your good faith effort to notify the Texas certified HUBs and trade organizations or development centers. In addition, when selecting State of Texas certified HUBs attach HUB certification from the State of Texas Centralized Master Bidders’ List (CMBL) for all HUBs listed in Section B-3 of the HUB Plan. When searching for Texas certified HUBs, ensure that you use the State of Texas’ Centralized Master Bidders List (CMBL) and Historically Underutilized Business (HUB) Search directory located at: xxxx://xxxxx.xxx.xxxxx.xx.xx/tpasscmblsearch/index.jsp HUB Status code “A” signifies that the company is a Texas certified HUB. UTMB reserves the right to ask for clarification on all documents submitted and may request supplemental documents to clarify any documents submitted.

Competitive Sealed Proposals. (a) Conditions for use. When the Purchasing Agent, in consultation with the Department Head, determines that the use of competitive sealed bidding is either not practicable or not advantageous to the County, a contract may be entered into by use of the competitive sealed proposal method described in this subsection.
