CITY OF XXXXXXX. In 2015, the City of Xxxxxxx entered into an SHA with USFWS to protect the marbled murrelet and the spotted owl.xxiv In the SHA, the City agrees for a 50 year term, on 3,729 acres in Snohomish County, to increase the habitat quality and quantity for the species, extended harvest rotation of trees, special set-asides, and baseline habitat deferral in addition to other conservation measures. The net result of this agreement is a conservation benefit to marbled murrelets. Tagshinney Tree Farm In 2004, Tagshinny Tree Farm entered into an SHA with USFWS to protect the marbled murrelet and the spotted owl for 144 acres in Xxxxx County.xxv The SHA results in extended harvest rotations, increased tree species diversity, substantial understory growth, steep slope protection, and protection of nest trees for a term of 80 years. Skookumchuck Wind Energy Project In 2019, the USFWS completed an HCP for the Skookumchuck Wind Energy Project located in Xxxxxxxx and Xxxxx Counties, and issued a record of decision authorizing USFWS to issue an incidental take permit for project operations. The HCP covers the operation of up to 38 wind turbine generators over a period of 30 years. The wind turbine generators pose a collision risk for marbled murrelets flying through the project area, and the HCP estimates that the project could directly kill an average of 2.5 murrelets per year. Mitigation measures are anticipated to offset the impacts of the take associated with this project. These measures include the acquisition of conservation lands for marbled murrelet habitat and removal of derelict fishing gear in Puget Sound.

CITY OF XXXXXXX. EKI has been performing program management for the City of Lathrop’s wastewater and recycled water programs since 2005, and prepared Xxxxxxx’x 2015 UWMP and WSCP. EKI also prepared updates to the City’s Water System, Wastewater System, and Recycled Water System Master Plans for the development of an Integrated Water Resources Master Plan. This effort included building hydraulic models, developing a capital improvement program for each system, conducting water supply reliability estimates, updating land use-specific water demand factors and wastewater flow generation factors, and developing a tracking tool to track water demands and wastewater flow generation rates relative to developer agreements. The Master Plans also included an assessment of groundwater and surface water reliability. EKI has also performed other technical and managerial tasks for the City, including supporting SGMA implementation, developing a salinity source study and source control implementation plan, updating the City’s design and construction standards, and assisting with the preparation of a wastewater rate study. SCHEDULE AND BUDGET EKI is prepared to start work on this project immediately upon authorization to proceed. We propose to work with the City to complete the project by the DWR-required submittal date of July 1, 2021. We will inform the City of any issues that arise that may affect the schedule for completion or impact the anticipated level of effort. A general schedule for the project is presented below, which considers the likely timing and availability of the results of preliminary water budget information from the Cosumnes Subbasin GSP development process in Fall 2020. An estimated budget to complete the above proposed scope of work is presented below. EKI’s hourly rate schedule is provided in Attachment A. We have developed this scope of work based on recent discussions with City staff, and are open to adjusting the scope to accommodate the approach that works best for the City.
