CERTIFICATES FOR PAYMENT. The Owner shall, within 15 days after receipt of the Contractor’s Application for Payment for a progress payment, issue to the Contractor a Certificate for Payment indicating the amount the Owner determines is properly due, and notify the Contractor in writing of the Owner’s reasons for withholding certification in whole or in part as provided in Section 9.5.1.
