Bilingual Pay Differential. The Employer agrees to pay one hundred dollars ($100) per month over and above the base compensation to a bilingual employee upon proof that the employee is able to speak a second language by satisfactorily completing an appropriate certification test administered by the Employer. Tier I Bilingual skill payments for speaking a second language will be made when one or more of the following circumstances exist:
