BIDDING PROCEDURES. Section I Instructions to Bidders (ITB) This Section provides information to help Bidders prepare their Bids. It is based on a one-envelope Bidding process. It contains details on the submission, opening, and evaluation of Bids received during the Primary Procurement process. It also provides an overview of the Secondary Procurement process for the award of a Call-off Contract(s) once the Framework Agreement(s) is established. This is more fully described in the Framework Agreement. Section I is to be used without modification.
