The CONSULTANT will determine the requirements of the City of Oklahoma City and code authorities that have jurisdiction to approve the design of the PROJECT and the CONSULTANT will consult with such authorities. The CONSULTANT will coordinate the permitting process with said code authorities that have jurisdiction, providing deliverables as necessary to support any required permit applications, including printed copies, and editing the design documents as necessary to resolve all matters in order to ensure that the PROJECT can be permitted in a timely manner. Application and payment for permits will not be the responsibility of the CONSULTANT.\n7. The CONSULTANT will prepare a design criteria report with preliminary plans on the PROJECT, in sufficient detail to indicate the incorporation of the requirements, identify generally the decisions to be made and any issues encountered and the proposed solutions. The CONSULTANT will include preliminary layouts for the PROJECT, and set forth clearly the recommendations. The CONSULTANT will furnish three (3) copies of the report plus an electronic copy for approval of the TRUST'S representative.\n8. Using the approved engineering report, the CONSULTANT will prepare detailed bidding plans and specifications (\u201cContract Documents\u201d), as directed by the Director of Airports in writing. The CONSULTANT will use, where applicable, Standard Specifications for Construction of Public Improvements of The City of Oklahoma City, unless directed otherwise by the TRUST\u2019S representative. Upon approval by the TRUST'S representative, the CONSULTANT will furnish two (2) full size and five (5) half size copies plus one electronic copy for the approval of the TRUST, of all final plans and specifications, designs, working drawings, and estimates, and one (1) full size copy thereof for competitive bidding subsequent to TRUST approval. The TRUST or its contractors may obtain additional copies of Contract Documents by paying the cost of reproducing them.\n9. The CONSULTANT will be solely responsible for the quality and accuracy of the design work and for preparation of Contract Documents and/or PROJECT Manuals. The CONSULTANT will establish a Quality Assurance Program (\u201cQAP\u201d) for the PROJECT.\na. Upon request by the TRUST\u2019s representative, the CONSULTANT will provide a summary report on the qualifications and capability of each professional performing the design of each major discipline.\nb. The CONSULTANT will provide a summary report of the review of basic design and CONTRACT documents, and of facility construction at appropriate stages during the progress of the construction. The QAP reports shall be submitted with each submittal of design and CONTRACT documents and after completion of principal categories of facility construction or rehabilitation.\nc. The QAP will include the following elements:\ni. A program design and construction schedule of all tasks with QAP review time.\nii. Periodic PROJECT meetings and reviews of design with TRUST representatives.\niii. Periodic cost estimates and evaluations.\niv. In-house periodic reviews.\nv. Senior management review of preliminary and final design.\nvi. Periodic construction meetings and reviews.\nvii. Periodic construction progress meetings and reviews with TRUST representative.\nviii. Follow-up review and site visit one year after completion of construction with written report to TRUST.\n10. The CONSULTANT will make presentations and attend meetings and conferences with TRUST representatives as necessary to obtain and provide information and to coordinate and/or resolve design matters.\n11. The basic design services to be performed by the CONSULTANT will be subject to the following:\na. Scale for final PROJECT plans will be recommended by the CONSULTANT and approved by the Director of Airports.\nb. Aerial photographs will not be permitted for plan sheets of site construction.\nc. The CONSULTANT will indicate on final site plans, as determined by utility survey, all water lines, sanitary sewer lines, storm sewer lines, gas, oil, electrical, airfield lighting, telephone conduits, and any underground obstructions that might affect the construction of the PROJECT.\nd. The CONSULTANT will provide the construction cost estimate to the TRUST\u2019S representative.\n12. The CONSULTANT will prepare and furnish notice to bidders, bid forms, forms of contracts, and forms for bonds for all contracts required in connection with the construction of the PROJECT. Upon Bid Opening, the CONSULTANT will prepare and provide an electronic copy of the bid tabulation sheet for the recording of bids at the bid openings and the engineer\u2019s estimate, receive and tabulate proposals, report the same to the TRUST with recommendations and assist in awarding all contracts for construction.\n14. The CONSULTANT will prepare all monthly estimates of the quantity of basic design work performed and prepare the claim vouchers for payments during the progress of the design work. The CONSULTANT will prepare and keep a record of the work done and shall file with the TRUST or its designated representative a monthly progress report detailing the progress of PROJECT design.
