The CONSULTANT will arrange a pre-work conference for the contractor, the TRUST, and all other interested parties.\n2. The CONSULTANT will provide general on-site observation of the PROJECT. This on- site observation shall consist of making visits to the site at intervals appropriate to the stage of construction to observe the progress and quality of the executed work and to determine, in general, if the work is proceeding in accordance with the CONTRACT DOCUMENTS. The CONSULTANT will review and recommend approval of all contractor shop drawings, and materials and equipment submittals. General on-site observation by the CONSULTANT does not include PROJECT representation and observation.\n3. The CONSULTANT will ensure that work will not commence on any construction contract until the Director of Airports has furnished the contractor a written notice to proceed for such work for each contract.\n4. The CONSULTANT will issue monthly certificates of estimates of the value and quantity of construction work performed and material delivered to the site as provided in any contracts that may be entered into between the TRUST and any contractor or contractors in connection with the construction, reconstruction, rehabilitation, or modification of facilities. Upon completion of any and all contracts, the CONSULTANT will certify that completed work reasonably complies with the Contract Documents.\n5. The CONSULTANT will endeavor to guard the TRUST against defects and deficiencies in the work of the contractors, but the CONSULTANT does not guarantee contractors' performance under their contracts, nor assume any duty to supervise the safety procedures followed by any contractor or subcontractor or their respective employees or by any other personnel at the job site.\n6. The CONSULTANT will consult and advise the TRUST, and issue all instructions to the contractor(s) as requested by the TRUST, but will not be responsible for the construction means, methods, sequences, or safety practices of the contractor, or any of the contractor's subcontractors, or any of the contractor's or subcontractor's agents or employees, or any other person performing any of the work under the construction contract, but shall oversee the proper execution of the construction contract according to the approved plans and specifications. The CONSULTANT will, when appropriate, recommend to the TRUST changes to the construction contract that are within the interest of the PROJECT. If these changes involve items outside the scope of this PROJECT, require additional design effort, and are approved by the TRUST, the CONSULTANT will be compensated for these additional services as provided hereinafter in Article 3, Paragraph B, \u201cExtra Services.\u201d\n7. The CONSULTANT will furnish to the TRUST record final plans and specifications for each phase of construction in accordance with Article 8 \u2013 \u201cRecord Documents.\u201d\n8. The CONSULTANT will review and observe the work of inspection bureaus and laboratories to be selected by the TRUST for the inspection and testing of materials prior to and during construction, and receive and pass upon the materials or work by approval or rejection of all reports made by such laboratories or bureaus. The costs of all such tests and inspection by laboratories or bureaus will be paid for by the TRUST as hereinafter provided.\n9. The CONSULTANT will prepare or obtain and furnish, at no additional cost to the TRUST, all necessary plans, studies, and applications for submission to City, State, and Federal authorities as may be required for the initiation and prosecution of construction and for approval of permits or licenses.\n10. The CONSULTANT is responsible for the establishment of horizontal and vertical alignment control points if required for use by the contractor(s) on the entire PROJECT, and will provide a permanent benchmark within 300 feet of the beginning and ending of any proposed construction or reconstruction.\n11. The CONSULTANT will prepare all necessary information for monthly estimates of the quantity of work performed and prepare the claim vouchers for payments to be made to the contractor during the progress of the work, and upon completion of any and all contracts, prepare and submit to the TRUST or through its representative the final quantities of such work, the amount owed to contractor as provided in his contract, and certify that completed work conforms to the Contract Documents.\n12. The CONSULTANT will prepare and keep a record of the work done by the general contractor and will file with the TRUST a monthly progress report. The progress report will be attached to the contractor's claim for partial progress payment. Progress reports for construction will include information as to percentage of work completed by phase or trade, a statement as to expected completion and occupancy date, changes introduced into the work, and general remarks on such items as material shortages, strikes, weather, and other events that affect the progress of the work.\n13. The CONSULTANT will not commence any work on the basic construction services of the PROJECT or any PROJECT phase or segment until he shall have received from the Director of Airports a written work order or notice to proceed for such PROJECT phase or segment.\n14. The CONSULTANT will meet with the TRUST or its representative and other interested parties for consultation or conference, as requested by the Director of Airports. In this connection, the CONSULTANT will hold weekly review and construction coordination conferences during the performance of the PROJECT.\n15. The CONSULTANT will obtain and furnish to the TRUST the schedule of the entire PROJECT. The CONSULTANT will monitor contractor performance against contractor furnished construction schedules including but not limited to: award of all major subcontracts; issuance of construction permit/permits; submittal schedule of all major items of equipment and materials; start of construction; completion of principal categories of work; phased completion and availability for occupancy or use of each portion of the PROJECT and of final construction completion.\n16.
