The Automatic Voltage Regulation (AVR) clause establishes requirements for maintaining consistent voltage levels within an electrical system. Automatic Voltage Regulation (AVR. Generator shall install and operate AVR in accordance with all requirements of WSCC, the RMS criteria and any other requirement that the Operating Agent is obligated to follow. Each interconnected unit shall have AVR and such AVR shall be tuned in accordance with the Institute of Electronics and Electrical Engineers (“IEEE”) standard 421 or its successor. Voltage regulator controls and limit functions (such as over- and under-excitation and volts/hertz limiters) shall coordinate with the Facility’s generator’s short duration capabilities and protective relays. AVRs must be continuously acting solid state analog or digital. Tuning shall be in accordance with the WSCC criteria and standards. Tuning results shall be included in commissioning test reports provided to the Operating Agent or the Project Manager, as applicable.
