Authorizing Legislation. Within 60 days after enactment of Authorizing Legislation, any Party which believes that such legislation is not materially consistent with this Agreement shall provide a Meet and Confer Notice pursuant to section 11. “Material consistency,” as related to this Agreement means that the legislation does not substantially diverge from the bargained-for benefits of this Agreement.
