Regulations.\n12.02.2 A steering committee comprised of equal representation from the Union and Management will be established to monitor, evaluate and manage the Apprenticeship Program.\n12.02.3 The Union and the Employer will work in partnership to ensure appropriate procedures are followed and mentors are working cooperatively to \u2587\u2587\u2587\u2587\u2587\u2587 success of the apprenticeship.\n12.02.4 When an apprenticeship vacancy is created by the Employer, the procedures set out in the following clauses shall apply.\n12.02.5 Notice of an apprenticeship vacancy shall be posted in accordance with the procedures outlined in Article 10.01 of the Collective Agreement.\n12.02.6 Candidates outside the Bargaining Unit will also be sought and considered provided the Board set up in Article 12.02.7 does not consider any internal employees to be suitable candidates.\n12.02.7 Candidates will be interviewed and selected by the Board, with equal representation from the Union and the Physical Plant Services, and a representative of the Human Resources Department.\n12.02.8 The successful candidate shall be hired under the following terms and conditions of employment:\na) The candidate is approved into the apprenticeship program by the Ministry of Training, Colleges and Universities (MTCU).\nb) The incumbent will successfully complete the apprenticeship program and serve a minimum of five years in the designated trades position following the apprenticeship. Should the incumbent not complete the service requirements, he/she shall repay 1/3 of the costs associated with the apprenticeship paid by the Employer (excluding wages).\nc) If the incumbent fails any examination, or is unable to proceed with the program due to ineligibility, or the MTCU suspends or revokes the training agreement, the apprenticeship appointment will be terminated and the incumbent will be provided with notice and severance (if applicable) in accordance with the provisions of the Ontario Employment Standards Act, 2000, SO 2000, c 41, as amended from time to time (hereinafter the \u201cEmployment Standards Act\u201d).\n12.02.9 The incumbent will be paid according to the following schedules for satisfactory progress in each of his/her working periods as set down by the apprenticeship contract between Queen's University, the candidate and the Ministry of Training, Colleges and Universities (MTCU). Training Committee are hereby recognized. This conforms to the provisions of the City Charter. Both City Light and the Union recognize that the Washington State Apprentice and Training Council (herein after referred to as the WSATC) has the authority to develop, administer and enforce apprenticeship program standards for the operation and success of apprenticeship and training programs and may change its rules, policy, and/or administrative practices. Upon WSATC notification of those changes, such rules, policy and/or administrative practices shall be recognized as part of this Agreement unless specifically addressed under Section 14.2.\n14.2 Application of the standards and detailed procedure for the operation of the program, (including, but not limited to, work processes, apprentice rotation, changes to work schedule and administrative standards as defined in WAC 296-05-003), shall be worked out by the Electrical Crafts Apprenticeship Committee (herein after referred to as the ECAC), recommended to the City of Seattle Joint Apprenticeship Training Committee (herein after referred to as the JATC), and, when approved by the JATC, be recognized as a part of this Agreement. The areas and hours of training for all the apprenticeships may be changed upon recommendation of the ECAC and approved by the JATC and the WSATC.\n14.3 Rules, regulations and requirements concerning Apprentices shall be furnished to employees, and will be made available as provided in Section 25.1 of Article 25.\n14.4 All apprentices who have passed the journey level exam and satisfactorily completed the requirements for the Apprentice Program shall be granted journey level classification and status. Classification seniority for bidding purposes shall begin one (1) calendar year previous to the day the apprentice completes his/her apprenticeship. This Section does not guarantee any employment right beyond that of any other employee in the Bargaining Unit. In cases where two (2) or more apprentices complete the program simultaneously, the following criteria shall be used to break ties, in the following descending order:\na. Seniority in classification (per Schedule \"A\" title)\nb. Seniority in City Light Department\nc. Examination score\nd. Seniority in City of Seattle\ne. Such other criteria as established by the Joint Labor Management Committee, in the event that there is still a tie between two or more bidders for the same specific purpose.\n14.5 The following rules, some of which are covered in the City of Seattle Apprenticeship Standards, apply:\na. Lineworker Apprentices\n1. Lineworker Apprentices (Period 1 through 5) where practical, should be rotated from crew to crew approximately every three (3) months or more often; those in Period 6 and 7, where practical, approximately every six (6) months or more often.\n2. Lineworker Apprentice training shall include the type of work reflected in the Standards of Apprenticeship adopted by the JATC, approved by the WSATC, October 22, 2004, Work Processes section, Lineworker subsection, or most current version.\n3. Lineworker Apprentices shall be required to practice and be trained in safe and proper climbing techniques, and pole-top and vault rescue.\n4. Unless decided otherwise pursuant to 14.1 and 14.2 above, Lineworker Apprentices shall be given adequate climbing instruction with a minimum of forty (40) hours (one week), but not to exceed eighty (80) hours (two weeks), before beginning work with the crews. It is mutually agreed that all Apprentices attending classes shall, to qualify for the foregoing, attend not less than ninety-five percent (95%) of the classes held, except in the case of sickness.\n7.05 In the event that there is an agreement of the Parties to establish a Joint Indentureship Committee under this Agreement, or such a Committee is required by way of legislative change, the Parties agree to make the necessary amendments to this Agreement.\n7.06 All Apprentices should be registered within the Province and indentured to either an employer or the Joint Indentureship Committee.
