Anchorage. Vessels shall anchor in the appropriate anchorage areas, and shall not enter the channel or pass Buoys 1 and 2 without a pilot aboard, unless authorized by the Authority. Vessels may not enter, depart or move in the Pacific anchorages, especially across the channel area between the Sea Buoy and Channel entrance Buoys No. 1 and 2, unless they have first contacted the Flamenco Signal station and obtained approval. Such authorization is valid for a specific time; if the vessel does not proceed, it must obtain a new authorization.
