Alliance Boundaries. For Alliance work that does not involve the State, the Parties are not constrained by State-defined boundaries. Any new definition of Network geography should be made with consideration for the benefit of the Alliance and not for the specific benefit of CCNC. To promote consistency and equity, each Alliance Network will be offered Alliance work for a geography including at least its existing state-defined boundaries, subject to any requirements from an Interested Third Party. CCNC will negotiate with the Alliance Networks to determine which entities will cover any geographies not covered by the state-defined boundaries of Alliance Networks, subject to any requirements for coverage from an Interested Third Party. CCNC will not offer work in the State-defined geography of Network to any other Alliance Network or CCNC Program network unless Network refuses to accept that work, subject to any requirements for coverage from an Interested Third Party. . Notwithstanding the foregoing, CCNC has the discretion to define the geographic boundaries for Network participation as part of the negotiation process with Interested Third Parties, and if Network does not agree to the boundaries established between CCNC and an Interested Third Party, CCNC will be free to offer the work to another Alliance Network or any other entity.
