Administrative Procedures Manual. Operator shall develop, implement and update as necessary a manual for administrative procedures with respect to the Plant's operation (the "Administrative Procedures Manual"), which Administrative Procedures Manual shall be subject to Owner's review and approval, which approval shall not be unreasonably withheld or delayed.
