The cost principles that apply to DHS award recipients through a grant or cooperative agreement originate from one of the following sources:  OMB Circular A-21, Cost Principles for Educational Institutions, relocated to 2 CFR Part 220.  OMB Circular A-87, Cost Principles for State, Local, and Indian Tribal Governments, relocated to 2 CFR Part 225.  OMB Circular A-122, Cost Principles for Non-Profit Organizations, relocated to 2 CFR Part 230. The audit requirements for State, Local and Tribal recipients of DHS awards originate from:  OMB Circular A-133, Audits of States, Local Governments and Non-Profit Organizations. Article U - Age Discrimination Act of 1975 All recipients must comply with the requirements of the Age Discrimination Act of 1975 (42 U.S.C. § 6101 et seq.), which prohibits discrimination on the basis of age in any program or activity receiving Federal financial assistance.
