Subcontracting Preferred Subcontractors \= ECC does not make use of nominated subcontracting, but the Employer may list which Subcontractors or suppliers the Contractor is required to enter into subcontracts with. This is usually only required where Plant and Materials need to be obtained from a particular supplier or group of suppliers in order to comply with operational standards. The Contractor will need to notify Eskom in the event of using any Subcontractor and must provide Eskom with a list of all Subcontractors on the project. Subcontractors cannot subcontract work to another Subcontractor. The proposed Subcontractor is subject to Eskom approval for the use of that Subcontractor. The Subcontractor must be familiar with the required work and should submit CV’s of past experience and have the necessary statutory accreditations. • The Contractor must provide Eskom with the Health and Safety plans of all the Subcontractors on the project, before commencing the project. The Contractor would be required to coordinate its activity with other Subcontractors who would be directly employed by Eskom for parts of the work not included in the scope of work. Eskom is committed to the Accelerated and Shared Growth Initiative for South Africa (Asgisa) and its prime objectives of higher growth, more jobs and less poverty. Eskom’s most significant contribution is through its core business of supplying competitively priced electricity. The capacity expansion programme and our focus on operating efficiency are central to our effort to provide the power that will drive accelerated growth. Asgisa is not only about economic growth, but ensuring the growth is shared. To contribute to this objective, Eskom will leverage its build programme and associated activities for optimum developmental impact. Accelerated Shared Growth Initiative. South Africa (ASGI-SA) Supplier Development & Localisation’s mandate is to achieve maximum and sustainable local development impact through leveraging Eskom’s procurement spend in a manner that allows flexibility within the business in order to accommodate government local development initiatives and policies. This shall be achieved by positively influencing the following KPI’s: Local Content, Skills Development, Supplier Development, Job Creation and Industrialization. As a State-Owned Enterprise, Eskom is increasingly utilised as a front line implementation channel for the concept of a “Developmental State” as such the following strategy shall apply: Broad Based Black Economic Empowerment (BBBEE) Suppliers shall be allocated points in accordance with the Preference Points Scorecard (Figure 1) shown below and 80/20 preference point system will be applicable. Non-compliant suppliers will be required to submit a migration plan on how will they improve their status. Suppliers with more than 50% black ownership shall submit certified copies of their directors’ Identity documents, Shares Certificates together with their Shareholders Agreement.
