In the event of unusual circumstances, a request in writing may be made to the Superintendent or his designee for special consideration.
Said grievance shall be submitted to the Superintendent if the Office of Human Resources is the supervisor responsible for the action giving rise to the grievance and with whom the first discussion has taken place.
