Social services shall be provided by an individual who possesses at least a baccalaureate degree in social work from a college or university or a baccalaureate degree in a human services field such as sociology, special education, rehabi- litation, counseling or psychology and shall be available to the extent necessary to meet the needs of patients and their families for care that is reasonable and necessary for the palliation and management of terminal illness and related conditions.
