CONSULTANT SERVICES REQUIRED. Services being sought under this scope of work are related to the planning, design and technical review of TAP projects. Specific task may include but might not be limited to the following: • Assisting with the promotion and further development of the TAP by helping Department staff identify potential TAP projects and project sponsors; • Preparing conceptual designs and cost estimates for potential TAP projects; • Preparing preliminary, semi-final, and final design plans for Department administered projects; • Preparing contract plans, specifications, estimates, right-of-way plans, permits construction phasing plans, traffic control and maintenance of traffic plans, and utility statements for Department administered projects; • Providing assistance related to utility coordination, preparation of right-of-way plans, and environmental review and permitting; • Conducting the necessary public involvement for Department administered projects. This task shall include planning and designing the public involvement event, and developing the necessary materials and exhibits; • Providing technical reviews of preliminary, semi-final and final design plans as well as construction specifications and estimates for sponsored administered TAP projects; • Providing ongoing coordination with project sponsors for Department administered and sponsor administered projects; • Preparing project status and tracking reports; • Other services that might be deemed necessary by the Department to identify, plan, design and/or construct TAP projects. In addition to the above, the Department will require that a project team for assignment be established. The project team should include experienced architects, planners and/or engineers having the required State of Delaware registrations or certificates as required. The consultant should also be prepared to provide additional expertise related to land surveying, architecture, environmental studies and traffic engineering. The project team must be employees of the primary consultant or its approved subconsultants. The successful consultant(s) should have a thorough knowledge of Federal and Delaware design standards, specifications and requirements, as well as a thorough knowledge of the Federal and Delaware Transportation Alternatives Program (TAP) guidelines.

Maintain training records and produce at least monthly training history reports to the Training Project Manager. Determine a system for certifying that the minimum skill level achieved for new and upgrading employees is consistent with the job descriptions for each employee classification.

CONSULTANT SERVICES REQUIRED. The services required in this agreement include wet weather monitoring of designated stormwater outfalls, conveyances and best management practices (BMPs), illicit discharge detection and elimination, as well as monitoring of streams or other water bodies that are impacted by stormwater discharges. This additional monitoring may include sediment sampling as well as biological assessments that include physical habitat assessment, biosurvey of aquatic benthic macroinvertebrates, and fish assessment. Additional services include but are not limited to the following: Implementation of a statistically-based wet weather monitoring program for the MS4 to provide data necessary for: Assessing the effectiveness and adequacy of BMP implementation toward meeting TMDLs. Estimating annual cumulative pollutant loadings from the MS4. Estimating event mean concentrations and seasonal pollutants in discharges from major outfalls. Identifying and prioritizing portions of the MS4 requiring additional controls. Wet weather monitoring will include: Precipitation monitoring to predict representative storms. Sampling and monitoring at sites determined by DelDOT, with number and timing of events sampled to be determined in consultation with DelDOT. Installation and monitoring, as required, of rainfall and flow measurement devices. Sample events may consist of “first flush” samples and/or flow-weighted composite samples. Both manual and automated sampling methodologies may be required. Coordination with a certified laboratory regarding bottle requirements, sample pick-ups, and data deliverables. Based on the results of the storm events monitoring, consultant should be prepared to estimate and report annual cumulative pollutant loadings and event mean concentrations of discharges. Consultant may be asked to assist with experimental design, site selection, statistical analyses of data, and reporting. Collection and analysis of water quality samples from sites upstream and downstream of stormwater BMPs, from areas impacted by BMPs, or other specialized samples as needed for stormwater/BMP monitoring, watershed assessments or improvement plans, or TMDL compliance. Watershed studies and assessments, including water quality modeling. Watershed studies may include geomorphic, physical, chemical and biological assessments of rivers, streams and/or tributaries. The main components that add complexity to this particular site versus most other Xxxxxx City parks renovation projects are the fact that: • There are no storm-drain utilities for storm-water run-off. • Wetland area has been identified close to construction zone and must be protected. • Most of this site is located within Bay Conservation and Development Commission (BCDC) which means improvements must be approved by BCDC. Based on site survey this area is inside the BCDC band of jurisdiction. In order to properly deal with storm-water runoff from the parking-lot and rigging areas, engineered details of grading and drainage are required to be submitted to obtain BCDC permit to move forward with the project.
