Specialized medical vehicle or “SMV” means a non− emergency vehicle used to transport a recipient who is confined to a wheelchair or whose condition contraindicates transportation by common carrier, and whose physician has prescribed special- ized medical vehicle transportation to a facility at which the recip- ient primarily receives medical services.
