Nonnavigator assister entity definition

Nonnavigator assister entity means an entity or orga- nization that employs, supervises or is affiliated with one or more nonnavigator assisters including certified application counselors; is designated by and works on behalf of the exchange, enters into an agreement with the exchange; and is registered with the com- missioner.
