Interestingly enough, at the time, Russia’s Deputy Foreign Minister, Xxxxxx Xxxxxxx, tried to soft pedal the IAEA report by saying Iran should not see the October 31st deadline as an ultimatum.15 However, in September a dispute between Russia and Iran broke out over who would pay for the return of the spent fuel from the reactor, with Iran demanding that Russia pay for it and Moscow refusing.
