Department apprentices who have completed their apprenticeship training, but who fail to pass a satisfactory journeyman's examination, which examination shall be before the Examining Board of the Local Union, shall receive two and one-half (2 1/2) cents per hour increase in wage rate, which increased wage shall be the wage for such apprentices until such time as they pass a satisfactory journeyman's examination and/or are assigned to perform the work of a journeyman.
However, deliberations of the Examining Board shall not be open to observers.
The appraisal of the performance of each candidate shall be carried out objectively through discussions and deliberations of the Examining Board, with all related written appraisals, files and other reports and material being fully considered.
Unsuccessful applicants may appeal to the Examining Board for a review.
Nothing in this Memorandum of Understanding is intended to undermine the authority of the Local Union Examining Board as established by the IBEW Constitution, the Local Union Bylaws and Ninth District Policy.
