Legal notice of the creation of the District was published in the Grand Island Independent on October 28, 2013. A notification letter of the district creation was also mailed to all affected property owners. The District is made up of the north half of Gold Road east to Xxxxxx Road and is shown on the attached exhibit. The project will consist of running a pipe along Gold Road and outletting to the existing drainage ditch to drain property within the district boundary which currently does not drain. On December 17, 2013, by Resolution No. 2013-401 City Council approved the continuation of such drainage improvement district. The Engineering Division put together a Request for Qualifications (RFQ) solicitation package for eight (8) of the 2014 Capital Improvement Projects (CIP). The consultants had the option to submit for as many or as few of the projects they felt their firm was qualified for. The request was for design and construction engineering services to be started by the end of the 2014 construction season for the selected projects. Each project was evaluated on the predetermined criteria (detailed in the RFQ) and will be awarded to the consultant that scores the best on that particular project, regardless of the consultant’s qualifications on another project.
